A black jet on a black-op over an unknown land, directs a black-op energy weapon into a rain laden cloud setting off torrents below. This may not be that far off into the future.

I've read about a program called HAARP, which is a land based weather modification pilot program based in Alaska. The whole program looks like one giant disinformation program. Well meaning people speculate that HAARP is somehow responsible for altering the shape of the ionosphere, and therefore changing the course of the jet stream. The small array of antenna, and the low power transmitters used by HAARP make any such claims absurd. Again, the whole project looks like a token research program being offered to scientist interested in the possibility of altering weather, and specifically targetting those scientist not wanting to work in the covert world of black-ops. Or perhaps it's a means of feeling out who would be interested - a recruiting tool?

Why on Earth would we waste time, and money on such a program? If I wanted an effective weather modification program I'd employ it right over the areas I want to control weather. The only way to do that, and not get caught? You guessed it, stealth aircraft! Whether the temptation to develop such a program could possibly be resisted decade after decade is the question. Certainly the development of directed energy weapons, and techniques to alter weather would hold great appeal.

Such a covert program would allow both the technology, and techniques of weather modification to be refined without restrictions which would be placed upon any overt program. One can only imagine the political uproar such a program could cause if one community received too much rain, while another didn't, or if a tornado wiped out one community, while another was spared.

The decades of debate which would naturally, and necessarily occur in the scientific, and political realm would certainly slow down the progress of the development of any overt weather modification program. However, such a program if intended for military use would most likely be hidden from public examination for as long as possible.

Thus it is likely that whenever a program of this type shifts from the world of black-ops to that of a public service the technology, and techniques adopted will have been proven with decades of prior research.

While watching CNN a few days ago I noticed a segment which referrenced Weather Wars. The story used several intriguing satellite images of contrail tracks which appeared to be responsible for creating virtually all cloud cover over the imaged region. The speculation which was at the heart of the story was whether or not the U.S. Military is secretly testing, or employing some type of weather modification program. Watching that story has rekindled in me a decades long interest in the subject, and so I'll share some of my ideas on this topic in coming post.

The topic of this post is the role of contrails in the formation of cloud cover. Contrails are created by jet aircraft flying at high altitudes. The steady increase in the number of jets flying over the United States has become apparent to anyone who simply looks up. The number of contrails also appears to have significantly increased. The formation of contrails is now under suspicion of playing a major role in the phenomena of global dimming.

This increased air traffic combined with other factors such as global warming, increased pollution levels at high altitudes (China's polluted air is now flowing over the United States), and possible impurities in jet aviation fuel appear to be allowing the creation of super contrails.

A recent change in FAA rules allowing jets to fly in tighter air corridors (due to increased traffic) also appears to be a contributory factor.

Contrails at formation appear as narrow streaks in the sky soon spread, and seed cloud formation at very high altitudes. These cirrus cloud formations, unlike lower cloud formations, reflect large amounts of solar radiation back into space, and therefore have a cooling effect upon the suface below.

On many otherwise cloudless days the vast majority, if not all, overcast appears to be the result of cirrus clouds which formed as the result of contrails. The exact impact of air pollution upon climate is still a heatedly debated topic, but it doesn't take much analytic prowess to understand that our weather is being altered by pollution, and contrail formation.

I doubt that there is a massive conspiracty by the petrochemical, and aviation industry to alter weather in some way through the creation of contrails. Having said that doesn't mean that I don't believe that those industries aren't aware of the problem, and are failing to address it.

The federal government is perhaps the only entity which has appropriate jurisdiction to regulate the skies over the United States, and it appears that the current adminstration is unconcerned about global warming, and the prevention of environmental damage due to industrial pollution.

So this massive weather experiment, whether by design, or not will continue. The next time you get a chance take a look up - you may be disturbed by what you see. The Gate

I snapped this on Holloween Evening. Last night was a cold rainy, horrible night dominated by witches, warlocks, elves, trolls, vampires, pixies, space aliens, zombies, various Star Wars characters in search of a sugar fix. I saw very few children trick or treating last night. Some parents were helping their children by driving them from house to house. A few braved the elements with help of umbrellas.

Our family made a night of it by eating out. The Chinese Buffet we went to was somewhat empty, but the Chinese waiters, busboys, and host were all very happy - almost giddy, to see our party dressed up in gothic, vampire-type costumes. The hostess told me that China doesn't celebrate Halloween, but she did offer me some candy.

I consumed a few pieces of Hersey's chocolate, and a mini-mounds bar. Just a bit more candy this year than last. Last year I gave in, and ate one, and one half very small pieces of candy!

Last year was special because I recorded the entire outing on video, and our family went with our neighbors - a total of over ten children all together! Sadly, the family we went with last year moved out just this week. We already miss them, but they had outgrown their home, and Springfield, Illinois. Good luck in Virginia!

About the Photo: Taken from within my car on Halloween night this photograph was obtained in downtown Springfield, Illinois. I altered the hue to fit the Halloween theme. The raindrops are evident, as well as the green traffic light. I've titled the photo - The Gate, and had planned to write a fictional short story - a scary one for Halloween, but I fell asleep before I got the chance! And it's too late now.

Your site is filled with many wonderful photographs, and excellent speculation regarding the issue of the alleged existence of a weather modification program.

My own belief is that there is a significant, well advanced, and long standing weather modification program already employed over the continential United States.

In no way do I believe it has anything whatsoever to do with extra-terrestrials, or non-human technology. In fact I believe the whole subject of "alien technology" to be nothing more than disinformation.

I do not believe that every bit of weather is being modified around the globe. There doesn't need to be a vast global weather modification program in place to alter weather in a meaningful way. However I do believe that the modification of certain weather events is within our abilities - both technologically, and economically.

Initiating a storm when one may not have started, intensifying a storm beyond what it might have been naturally, increasing the duration of a storm, all thus changing rainfall patterns over specific regions is well within our current technological ability. I'm not entirely certain as to the degree to which weather has been modified, but I feel it is more than what most people would believe possible, but less than what you have offered as currently possible.

Closely linked to any weather modification program may be other aspects, and issues related to the development of technologies, and the refinement of applications of those technologies which would necessarily need to remain secret.

The development of such a platform of technologies might necessarily foster important military, political, economic, and even diplomatic implications.

Due to the importance of these related concerns a government investing in such a platform would perceive the disclosure of any such program to be undesirable.

It is highly doubtful that the intelligence communities of the more developed military, and economic powers wouldn't already possess confirmatory evidence of the existence of said program.

The continued official silence which exist among all quarters despite the adversarial nature of relations between these powers is telling of the importance which is placed upon such a program.

Therefore open public disclosure should not be expected.

Even admission on a small scale to the existence of any particular feature of such a platform would open the entire program to further inspection. Eventually, questions of liability would arise, which could result in legal, political, and diplomatic ramifications. These concerns wouldn't even begin to address the wisdom of foresaking a military-intelligence tool of such importance.

There simply can be no reasonable expectation that any rationally based government would ever officially admit to the existence of such a program. Not in the age of nations.

While your website offers a significant number of starting points for inquiry, those living at the time of this posting may not be long lived enough to see the day in which those speculations are confirmed or denied in any official manner. We can always speculate!

Will The Scooter Roll?

The question now is whether Scooter Libby will finger his boss Vice President Dick Cheney for having conspired with him in the naming of CIA operative Valerie Plame, or in the subsequent attempt to cover up said criminaal activity?

Would the Republican held legislative branch ever impeach the Vice President even if he were indicted?

I consider this to be a highly unlikely result of any finding of misconduct on the part of either President Bush, or his Vice President Dick Cheney.

The american people spoke loud, and clear in the last election. These folk are in total control of the nation, and they will do what they want. Corruption, and illegality is totally acceptible if it's carried out in the name of God, and Country.

Scooter can make all the deals he wants, and nothing will go any further (except a little country-club-jail-time for Scooter, and a fruitless indictment of Vice President Dick Cheney.

Trust me on this one folks. President G.W. Bush, and Vice President Dick Cheney could be caught on live video sacraficing a baby to the devil, while consuming its charred flesh - and they would still be endorsed by the religious right as long as they use the right code words, and by the rich as long as they continue with the tax breaks.

So bend over folks, and enjoy, and don't ever forget that you're paying for this!

These photographs were taken minutes before new Victorian style street lamps were erected. The Victorian styled street lamps replaced older "modern" street lamps. The new street lamps are being installed in the downtown historic area. Springfield, Illinois is host for the Abraham Lincoln Presidential Library, and Museum and has been undergoing extensive revitalization, and beautification. Downtown Springfield, Illinois has seen a significant increase in tourism since the opening of the Abraham Presidential Library, and Museum, and many specialty shops, and eateries now cater to this increased customer base.

Having either lived, or worked in downtown Springfield, Illinois for the last two decades I can honestly say that downtown Springfield looks better now than at any point since the early 1970's. Clearly, downtown Springfield is a great place to work, play, and live - and it's only getting better with each, and every day! My hat is off to those responsible!

This post is another in the series of postings detailing the installation of new Victorian style street lamps in downtown Springfield, Illinois. This photo series was captured during the final weeks of October 2005 on Washington, and Seventh Streets. This area is just one block south of the Abraham Lincoln Presidential Library, and Museum Complex.


Photo Chronology

After the lamp base is sanded smooth a cement collar is smoothed around the base. After the cement drys the depression is filled with sand, and bricks are tightly fitted together. A jet of water is applied to clear out the underground electrical conduit piping to clear out any stray sand. Electrical wiring is then pushed through the conduit piping, and threaded up into the lamp base.

Springfield, Illinois' ongoing street light replacement project continues. Older street lights are being replaced with new Victorian styled street lamps. The project started nearly three years ago, and will not be completed for several more years. The look of downtown Springfield, Illinois is changing for the better with each and every light replacement. Downtown Springfield's sidewalks are also undergoing a makeover. Brick masonry is being added to downtown's sidewalks to create a Victorian era look.

The photographs above show a City Water Light & Power employee applying brick masonry to the sidewalk area immediately surrounding the recently installed base for a soon to be installed Victorian styled street lamps.

Springfield, Illinois is host to the Abraham Lincoln Presidential Library, and Museum, and significant efforts are underway to revitalize the downtown Springfield historic district. Installation of more ornate lamp post, and bricked lined sidewalks are part of that effort.

David McCullough spoke at the University of Illinois at Springfield tonight - Monday, October 24, 2005. I must admit that I feel that I could listen to this fine historian, and author speak for days without interuption. Mr. McCullough is just that interesting! Unfortunately, Mr. McCullough spoke for just fifty two minutes perhaps cutting short his oratory by a few minutes due to a scratchy throat.

Several of those in the audience tonight stated that they feel that there is something special about the way Mr. McCullough brings historical figures to life - both in his written word, and in his oratory. It was a full house at Sangamon Auditorium tonight with two thousand attending. The price of admission was just ten dollars per ticket, quite a bargain for the opportunity to hear a nationally famous historian wax eloquant on the founding of this great nation of ours.

Sangamon Auditorium is located on the Campus of the University of Illinois at Springfield.

The David McCullough visit represents the first in a series of speaking engagements to be presented in coming years in Springfield, Illinois. The series is titled, The Jim Edgar Series.

Former Governor Jim Edgar initiated the evening by introducing Richard Norton Smith. Richard Norton Smith is the Director of the Abraham Lincoln Presidential Library, and Museum located in Springfield, Illinois. Richard Norton Smith in kind introduced David McCullough. David McCullough gave an impressive oratory centering on the year 1776, the title of his recently published book. His monologue made special emphasis upon George Washington. He ended his speech to a standing ovation.

My daughter who also attended, had notebook in hand, and jotted down many notes, and personal observations. I electronically recorded much of the Pulitzer Prize winning author's monologue. My daughter is writing a report as an extra credit project for her high school history class.

I encouraged my daughter to ask both David McCullough, and Richard Norton Smith a simple question which a historian, or a history buff would know how to answer.

Several years ago my daughter prepared a history report on George Washington as part of a school project. The impetus for the question she chose to ask Mr. McCullough, and Mr. Smith sprang from this history report. It was a question which was originally asked by a very famous diplomat, and inventor - a founding father.

Her question was, "Is the sun a rising sun, or is it a setting sun?".

My daughter asked each historian separately, and not in the presence of each other. Both David McCullough, and Richard Norton Smith seemed somewhat amused by the question, and both had the same answer. Each sees the sun as rising.

In case my readers are wondering what all this talk of rising versus setting sun refers to it is in reference to the question Benjamin Franklin had proffered. In the founding days of this nation Benjamin Franklin, while attending some of the first sessions of Congress would gaze upon George Washington's presidential chair. He noticed it was embellished with a rising/setting sun design. It isn't possible to tell if the sun is rising, or setting, but Benjamin Franklin was actually using the question as a means of expressing his concern over the fate of the just created United States. There was much squabling taking place in the first congress, and he felt it was enough to make anyone wonder if the sun was rising, or setting on this new nation - if this new nation had a future.

Some people still wonder about the future of this nation, and so my daughter asked both esteemed gentlemen her simple question. Both historians turn out to be optimistic about the fate of America. Despite all the challenges America faces I too believe we will create a better future for ourselves, and for those living in other nations.

This post presents three more photographs of Union Station, and Union Station Park. The rain that fell on Springfield, Illinois late last week certainly changed the pace of work outdoors, but work did continue on the Project. Friday was a cold, and gray sky day. Earlier in the week, the field which will become Union Station Park had been a hub of intense activity with earth moving machines, and contractors trying to beat the coming bad weather. The field is now a sea of mud. And an enormous mound of trucked in topsoil is a large mound of mud.

The photographs for this post feature the skyline of Springfield, Illinois in the background. The high rise cylindrical shaped building in the far background is Springfield Illinois' Hilton Hotel. The Hilton is a thirty story building, and is the tallest building in Springfield, Illinois. Also seen is the art deco style Illinois Building. The Illinois Building is now the Ameren-CIPS building. In the foreground is the Abraham Lincoln Presidential Library, and Museum Campus.

The rapid pace of work which has been evident for several weeks at the Union Station Park Project has been slowed by the recent downturn in weather conditions here in Springfield, Illinois. However, work does continue.

The huge mound of topsoil which BRH has trucked in for the Union Station Park Project is now a giant mound of mud. I doubt this complication will present much of a problem for BRH as the rainy season soon comes to an end here in the Central Illinois. BRH now must face the coming of colder temperatures.

The photographs for this post are of workers installing a wooden frame which will be used in the coming days for the pouring of a new curb along Fifth street.

The photographs which appear in this post were taken on Fifth Street between Madison, and Jefferson Streets on the west side of what will be Union Station Park. Union Station Park is a part of the Abraham Lincoln Presidential Library, and Museum Campus located in Springfield, Illinois.

Despite the rapid decline in weather conditions CWLP workers continue with the removal of old street lights, and the installation of new victorian style street lights. This project despite the cost is helping to transform downtown Springfield, Illinois into a beautiful city worthy of world class tourism.

Addressing "details" like street light design shows the city cares about the image it portrays to the rest of the world, and this will only increase Springfield, Illinois' reputation as a hospitality center.

Photographs above were taken on a blustery October 20th, 2005. The day before was a beautiful Indian Summer day with plenty of blue sky, and a gentle warm breeze. What a difference just one day can make.

Thursday, October 20th, 2005 was the first horrible Fall day. Wednesday had been a beautiful day, another Indian Summer day.
Thursday was cold, wet, and windy. A gray sky day which informed us all that Summer was over, and that Fall was itself struggling against the encroachment of Winter.

I found little beauty outdoors Thursday. Dull colors, flowers dying, leaves falling but their colors dulled by gray sky tones. Yet as a leaf falling from a muse's tree so too did this photo-op - right into my camera's sights.

Yes, some in our community appear to be stocking up for the Winter. The Hoogland Center for the Arts is located in downtown Springfield, IL on Sixth Street. Definately, a Smirnoff kind of place to be.

These photos were taken over several days. It takes several days to install each street lamp as the cement needs to set. I'll try, and follow this process to it's natural conclussion.

The City Utility Worker is getting a face full of cement while grinding smooth a street light anchor. She was very courteous, and warned me about the dust storm in advance. Someone needs to get this city worker a face mask.

Hey Mister, Whatcha Gonna Do With All That Dirt? BRH Builders, and Constructors has hauled in tons of topsoil for the Union Station Park Project. Union Station Park is now a part of the Abraham Lincoln Presidential Library, and Museum Complex located in Springfield, Illinois. Over twelve million dollars is being spent on Union Station Park, and an equal amount on Union Station itself. This area is abuzz with non-stop activity, and it is quite impressive to witness.

The thousands of tourist who visit the Abraham Lincoln Presidential Library, and Museum each day are being treated to a bit of local, state, and national history, and it's not all in the Library, or Museum. This bit of history is taking place right before their own eyes with the refurbishment of Union Station, and the creation of Union Station Park.

The ginormous dirt pile which is featured in this posting's photo series is the largest man-made dirt mound I have ever seen in person. Soon it will be level, and the mound will be nothing but history - just a dirty little secret that people will soon forget.

Springfield, Illinois' Ace Sign Company finished installing the Chase signs on the Historic Marine Bank located at the corner of Sixth and Washington. Marine Bank, the oldest bank in Illinois dates to the period when Abraham Lincoln lived in Springfield, Illinois. It was owned, and operated by the Bunn family until it was sold to Bank One. Bank One was recently acquired by J.P. Morgan & Chase Corp.

Washington street between Sixth, and Seventh is a hub of activity. While Ace Sign Company workers were busy installing the Chase Sign Springfield's City Water Light, and Power work crews were busy installing Victorian style lampost, and street lights. In one photo included in this post you will notice a city worker sunken waist deep in the street while employing a jack hammer. Trenches are being created to install underground electrical tubing.

Meanwhile one block away to the north a large project, by Springfield, Illinois standards is being undertaken at Union Station, and Union Station Park. Downtown Springfield, Illinois is bustling with tourist, office workers, and construction workers. It is truly an exciting time in downtown Springfield.
